Spooks at GCHQ targeted people indiscriminately as part of their global snooping programme with America’s National Security Agency. Millions of global Yahoo accounts were hacked into by a secret programme called Optic Nerve – whether the user was a security threat or not – that collected mugshots every five minutes. It found up to 11% of webcam material showed sexually explicit footage which it described as ­“undesirable nudity”.
